Funding Priorities- Cultural organizations are encouraged to develop innovative and creative programs for the citizens of Fall River.
- Individual artists and humanists who reside or work in Fall River may undertake either a systematic activity leading to the enhancement of their skills or a specific project in their discipline. For these purposes, stipends up to $2,000.00 for local artists will be considered. Artists are required to submit specific dimensions of their artistic work, a complete list of supplies and costs of materials, and the location of your project to be approved by the FRCC. This project must be made available to the FRCC for viewing. Artists are also required to display their work in a public venue within the City of Fall River
- Collaborative efforts among cultural organizations and artists with broad community involvement are encouraged.
- Professional artists of high caliber may be brought to the city in order to broaden appreciation for the arts by the local population as guest artists or artists in residence.
- Cultural organizations may request funds for a capital expenditure to insure their continued vitality. Such special needs shall be of an emergency and non-recurring nature, and must have matching funds.
- Organizations are invited to submit recommendations that will enable the handicapped and disadvantaged to participate in cultural activities sponsored by other agencies.
- All performances by professional artists, humanists and cultural organizations must take place in the City of Fall River or reflect a collaborative partnership within the S.E. Massachusetts region, with a significant benefit to the citizens of Fall River.
Local Guidelines Applications Requirements for LCC Grants
(Note: Cultural field trip requirements scroll down.)
A. All applicants:
- All MCC and FRCC guidelines and procedures must be followed. MCC application forms and guidelines may be found at http://www.massculturalcouncil.org/programs/lccgrants.html
- Attendance at the workshop is strongly encouraged by both the Massachusetts and the Fall River Council for all applicants, especially first time applicants. The person who will actually be writing the application should be the person who attends the workshop.
- Applications must be complete and typed. All revevnt questions contained on the application and supplemental forms must be answered. Applications will be evaluated solely on the basis of information presented by the applicant on the application form, supplements, and appendices.
- The purpose and planning for the project must be specific and clear.
The venue and dates for the project must be clearly stated.
- Applications for projects involving collaborative efforts among more than one artist or cultural organization must identify a single person who has overall responsibility of the project. That person may be an artist, the director of the organization, etc.
- Written confirmation from the collaborating artist/s and/or organization/s must be attached.
- All applicants who are proposing programs in the Fall River School System (except Cultural Field Trips) must first receive written approval from Dr. Kathy Kim, Director of Fine Arts of the Fall River School System, before October 13, 2011. If the Council does not receive written approval from Dr. Kim before October 13, 2011, the application will not be reviewed..
B. Organizations:
- Applications will be accepted from Massachusetts-based organizations that are dedicated to creative and productive efforts in the arts and humanities.
- Organizations seeking funds must be non-profit and tax-exempt under Section 501 (c)(3) of the Internal Revenue Code or similar provision of public law.
- The organization must have been engaged for at least one year in the type of activity for which funds are requested.
- A list of qualifications and credentials of individuals and those persons involved in organizations must be included in the application.
- Each organization may submit no more than TWO applications.
- Each project must be on a separate application.
- Funding to applicants may be reduced or eliminated after 3 consecutive years. Consideration will be given to existing programs that have developed new fund-raising opportunities and/or programs.
C. Individual Artists:
- Individual artists or humanists must reside in Massachusetts. Preference will be given to those who reside and/or work in Fall River.
- Individual artists seeking funds must demonstrate their artistic background and accomplishments by presenting a complete, up-to-date, documented portfolio and a comprehensive resume. If applicable, the portfolio must contain information of the previous sale or exhibition of the artist’s works, past performances and other appropriate activities. Information should also be given on all past Cultural Council activities and should include references, recommendations and reviews of past performances or related events.
Conditions of Awards
The Council will evaluate each application on the basis of the artistic or humanistic quality of the proposed project and its benefit to the community. Specific factors to be considered include the artist’s dedication, quality, accomplishments, financial need and the potential for community involvement in projects that meet their needs.
- Projects must start after 12/15/2011 and be completed by 12/31/2012.
- All performances by professional artists, humanists, and cultural organizations must take place in the City of Fall River or reflect a collaborative partnership within the S.E. Massachusetts region, with significant benefit to the citizens of Fall River.
- The Fall River Cultural Council funds may not be the sole source of funds for any project.
- All applications from individual artists requesting funding from the FRCC shall be evaluated as a stipend request. (The FRCC does not reimburse for materials, etc.)
- All projects must be completed in full as approved by the FRCC, regardless of award amount.
- The Fall River Cultural Council will not fund projects that discriminate on the basis of race, gender, religion, creed, color, national origin, disability, sexual orientation or age.
- Grantees who present public programs or offer services to the public must make reasonable accommodations to insure that people with disabilities have equal physical and communications access, as defined by federal law. Accessibility involves both the location (the facility) and the content (the activity or product) of the program.
- Projects of a continuing nature may not become dependent on the Fall River Cultural Council for funds. Funding to applicants may be reduced or eliminated after 3 consecutive years. Consideration will be given to existing programs that have developed new fund-raising opportunities and/or programs.
- Ordinarily, purchases of permanent equipment by organizations/individuals will not be funded.
- Printed materials such as programs and brochures will not be funded.
- For those stipend applications that involve an “end product” or “work,” the FRCC will have access to that end product/work.
- Awards are made on a reimbursement basis for organizations, however individual artists receive an artist stipend after the project is completed.
- Local funds may not substitute for or replace funding that the MCC considers the funding responsibility of the city.
- In all published material and publicity, recipients must include the following statement and or Logo, “This program is supported in part by a grant from the Fall River Cultural Council, a local agency supported by the Massachusetts Cultural Council, a State Agency.”
APPLICATION PROCEDURES
A. All applications must be typed.
B. All applications must be completed in full.
C. All applicants must submit the following:
- One package collated and stapled, containing:
a. Page one of the Application Form [must be the cover (top) page.]
b. The completed Application Form with original signature.
c. The completed Supplementary Form (and attachments.)
d. An index (single page) of the support materials (Item # 3 below) submitted.
e. Do not place the above packets in covers, folders, envelopes, etc.
- Ten collated and stapled copies of the above
- One packet of support material which may include; slides, cassettes, tapes, videotapes, publicity, critical reviews, photos, printed materials, resumes and letters of support from sponsors, teachers, etc. (Anyone who submits support material with his/her application must pick up his/her support material within two weeks after the Cultural Council makes its final funding decisions or that material will be discarded.)
- One Copy of the organization’s:
a. 501(c)(3) exemption letter (unless we already have it on file).
b. Most current bylaws (unless we already have it on file).
c. List of current officers.

PLEASE NOTE: The Fall River Cultural Council and the City of Fall River cannot be held responsible for the safety and integrity of materials submitted in support of applications. Applicants must include a stamped, self addressed envelope or container to have artistic support material returned. All work and documentation needs to be labeled carefully.
REIMBURSEMENT REQUIREMENTS
- Within fifteen (15) days of notification of an award, grantees must return signed receipt agreeing to the conditions of the award.
- Grantees must submit a "60 Day Compliance Report,” within 60 days of the completion of the funded project.
- Grantees must then submit a "Reimbursement Form," with evidence that the funds were spent as proposed, and the project was completed in full.
- All expenses must be fully documented with invoices, receipts, and copies of relevant cancelled checks.
- Proof must be submitted that the publicity requirement acknowledging the FRCC was followed, e.g., news clippings, programs, etc.
- A detailed budget of the completed project.

- A detailed budget of your proposed project including: material expenses, tuition, rental, printing costs, and anticipated revenues, etc. If this project is art for a public site, assign value to the work and detail framing or installation costs.

CULTURAL FIELD TRIPS - GUIDELINES FOR SCHOOL YEAR 2011 - 2012
- In addition to MCC guidelines ALL FRCC guidelines and procedures must be followed.
- All Applications must be typed and all questions contained on the application form must be answered.
- The applicant name must be the name of the school or organization.
- Applications must be signed by the school principal.
- Events must take place outside of the school setting.
- Events must take place within the Commonwealth of Massachusetts.
- Both the venue AND the program/s must be clearly stated.
- The date of the field trip must be clearly stated.
- The Fall River Cultural Council may award up to a maximum of $15.00 of the admission price.
- You may only send ONE (1) application per school.
- We will fund one project or program for one grade per school. However small schools may combine different grade levels e.g. to fill ONE (1) bus. All requests should be for age appropriate programs.
- Applications will be evaluated solely on the basis of information presented by the applicant on the application form, supplements, and appendices.
- The Fall River Cultural Council does not pay for transportation costs.
- The Fall River Cultural Council does not pay for chaperone tickets.
- Awards are made only on a reimbursement basis.
- All projects must be completed in full as approved by the FRCC, regardless of award amount. We will not consider nor will we reimburse projects that are not completed as proposed (i.e. sending less students because partial funding was awarded.)
- The Fall River Cultural Council will not fund projects that discriminate on the basis of race, gender, religion, creed, color, national origin, disability, sexual orientation, or age.
