Local Guidelines: Peabody Cultural Council, 24 Lowell St., Peabody, Massachusetts

The Peabody Cultural Council is proud to support public programs that create opportunities for people of all ages and backgrounds to explore any of the various branches of the arts, including the visual arts (drawing, painting, photography, printmaking, filmmaking), plastic arts (sculpture, ceramics, metalworking, glass working, mosaic & architecture), performing arts (Music, Theatre, Dance), and Literary arts (Poetry, and prose). It is the goal of the PCC to mobilize resources and to ensure that cultural opportunities are available and accessible to all segments of Peabody’s population in order to improve their quality of life.
Application Process
Applicants must submit one original and 5 double-sided copies with any applicable back-up documentation.
Applications must include a balanced, accurate budget and a signature submitted on the proper forms.
Applications must be typed and filled in completely. Incomplete &/or unsigned applications will not be considered.
Applications with out a firm date or location will not be considered.
Applications must be submitted by the required deadline. Applications must be time-stamped in the City Clerk’s office by the close of business of the deadline date.
All applicants must comply with all of the requirements and regulations established by the Massachusetts Cultural Council.
Guidelines for Schools
LCC GRANTS
The council may award just one grant for each school in the City of Peabody. Two grants may be granted if schools are splitting a performer’s fees.
If using a LCC Application for a cultural field trip (cost of ticket is over $12.00) please attach a short statement listing the number of students planning on attending and the price/ticket.
P.A.S.S. GRANTS
The Council may award one pass grant per school. PASS grants are to be used to supplement ticket prices for students attending a cultural field trip only. The Peabody LCC does not pay for chaperones, teachers, transportation or refreshments. ,p>When submitting a PASS Grant Application, please write a short statement on the back of the PASS Application explaining what the Cultural Organization/Artist/Field Trip is about.
Eligibility for Grant
All projects that are funded will benefit the residents of Peabody and enrich the cultural well being of the community.
The project should be accessible and available to the general public.
The funds should encourage projects which have demonstrated community support.
The funds should add to existing programs and not be used to replace existing funding.
The projects should not depend solely on Cultural Council funding for an extended period of time.
Organizations and individuals may receive no more than two Cultural Council grant per year. When a meritorious grant request exceeds the funds available, the Council may give awards to those applicants who have received fewer grants in the past.
Individuals wishing monies for a scholarship without any return to the community are not eligible.
Program quality will be a major consideration in all decision making.
Organizations that are comprised of Peabody residents or are Peabody sponsored will be given priority over outside organizations.
Applicants may not use Cultural Council funds for refreshments or for transportation to an event.
Grants may not be transferred to another field trip/cultural event. Failure to use the grant funds for the requested field trip/cultural event as listed on your application will result in forfeiture of those funds and may result in the loss of future funding.
Reconsideration
An applicant who is aggrieved by a decision of the Peabody Cultural Council may ask the Council, in written form, to reconsider a decision on one or all of the following grounds:
(1) Failure to consider significant information;
(2) Treatment substantially different from other organizations; and
(3) Failure to make grants in conformity with guidelines. No reconsideration may be made on the amount awarded or any decision as to artistic quality.
Applicants requesting reconsideration of the Council’s decision must do so, in writing, to the Peabody Cultural Council, 24 Lowell St., Peabody, MA 01960 within fifteen (15) days of receipt of application denial.
Reimbursement
Applicants who receive grants have one year to expend funds upon receipt of written approval. If it is anticipated that the funded project will be incomplete at the end of one year, the applicant may apply to the Peabody Cultural Council, in writing, for an extension of up to but not to exceed, one (1) year.
