GRANT APPLICATION GUIDELINES,
CRITERIA AND POLICIES
REVERE CULTURAL COUNCIL
1. Applicants must live in Revere or be sponsored by an organization in Revere.
2. Project must be done in Revere. be about Revere, or benefit Revere residents.
3. Applicant must document competency in the field for which applying.
4. Application must include a project time-line.
5. Applicant must present the project to the Revere Cultural Council on the specified presentation date.
6. Application must include a detailed budget.
7. Projects requesting an excess of $5,000 must supply three (3) letters of community support.
8. If equipment or capital inprovements are part of a grant proposal, the greant must demonstrate a cultural purpose; be for a one-time or special need; and should be clearly justified by some longer-term public benefit. Applicants must demonstrate a 2:1 match (applicant must show that it has $2 for every $1 requested from the Revere Cultural Council).
9. Applicants should be aware that the actual funding of recommended projects is often delayed by six (6) months after the local recommendation. This should be taken into account when planning the project time-line.
10. All grant applications must be printed or typewritten.
11. Projects must be completed within one funding cycle.
12. Public programs must be held in handicap accessible buildings.
13. Funding of grants is contingent on both availability of sufficient funds and relative benefit to the community.
14. Field trip applications must include a statement that the project is not funded through the school.
15. Funds must not be used to substitute or replace existing publicly funded programs.
16. Funds are not to be used as the sole means of support for programs of a continuing nature.
17. Applicants may not be discriminated against on the basis of race, sex, religion, creed, color, national origin, disability, or age.
18.Funds are not to be used for food or refreshments.
19. All advertisements, brochures, etc., must include a statement that the activity/program is supported by a grant from the RCC, a local agency which is supported by the MCC.
20. Failure to comply with these guidlines may result in disapproval.
THE FOLLOWING PROPOSALS WILL RECEIVE
„h Proposals from Revere residents;
„h Proposals that reach under-served populations;
„h Proposals that involve at-risk youth;
„h Collaborative projects between cultural groups and community organizations;
„h Art forms or humanities programs that are under-represented in the community;
„h New applicants or projects;
„h Proposals promoting local history;
„h Proposals promoting local environmental issues.
What is the Revere Cultural Council?
The RCC consists of Revere residents, appointed by the Mayor, to oversee the disbursement of funds allocated by the Massachusetts Cultural Council (MCC), a state agency. The budget of the MCC is determined by a local aid formula devised by the state.
What is the purpose of the Council?
Its purpose is to regrant state funds for community-based arts, humanities, and interpretive sciences projects and activities to benefit the residents of Revere. Grant decisions are subject to final approval by the MCC.
What are Field Trip Grants?
field Trip grants provide funds for the purchase of tickets and/or transportation for arts, humanities, and interpretive sciences programs for children (K-12) in public, private and parochial schools, as well as those in special needs or after-school programs. Events, which include performances, educational tours or exhibits, must take place outside of the school setting.
A standard LCC application form must be used in the following cases;
„h If the ticket price is over $10.00 per student
„h If the event takes place in a school during normal school hours
Who qualifies to apply for funding?
Massachusetts based individuals, artists, non-profit community groups, cultural institutions, and schools with a particular activity related to the arts, humanities, or interpretive sciences and has public benefit may apply.
How does someone apply for funding?
Applications are available at the Department of Planning and Community Development, Revere City Hall, 281 Broadway, Revere, MA 02151 and Revere Public Library, Beach Street, Revere, MA 02151.
GRANT PROCESS TIMELINE
October 1st Begin reviewing grant applications for completeness.
By October 15th Schedule meetings with applicants to review applications.
October 15th Deadline for all grant applications to be submitted.
November 1st Begin grant review process.
By November 10th Complete preliminary review of applications.
By November 20th Complete voting and make preliminary funding recommendations. Notify rejected applicants, providing them with 15 days to appeal
By December 1st Complete reconsideration of rejected grant, if requested.
December 10th Complete grant review process. Notify applicants of all local decisions (approvals and rejections for state review).
December 15th Deadline to submit Revere Cultural Council decisions to MCC.
December-January MCC review of Revere Cultural Council applications.
February MCC board votes on applications at February meeting.
Mid March MCC sends notice of approved/disapproved applications and transfers grant funds from state to city accounts. Any requests for reconsideration are made to MCC with 15 days of notification.
April MCC board considers denied application, if requested.
