Winchendon Cultural Council
Funding Priorities – Ammended Sept. 12, 2005
A. Priority will be given to proposals or projects involving local artists or children.
B. Projects for which the Winchendon Cultural Council is not the sole funding source.
C. Projects with collaborative sponsorship, i.e. two or more local organizations working together on a project or program.
D. Proposals that support town-wide traditions.
E. Proposals that reach an under-served population.
Special note: Applications will receive lower priority if, in the prior two (2) years, the applicant has failed to complete a project (or projects) or to follow WCC reimbursement procedures in a timely fashion.
Local Guidelines
Guidelines – Adopted August 24, 2004
1. Winchendon Cultural Council applications are due by state-wide MCC deadline (which is usually October 15 of each year) at the Town Manager’s Office, Town Hall, 109 Front Street, Winchendon, MA 01475-1758. Business hours are Mondays 8:30 a.m. to 6 p.m.; Tuesdays through Thursdays: 8:30 a.m. to 4:30 p.m. and Fridays 8:30 a.m. until noon.
2. Priority will be given to proposals which either take place in Winchendon or that will directly benefit Winchendon residents.
3. Projects must have a Winchendon sponsor. Public programs must take place in locations accessible to people with disabilities.
4. Applicants must be Massachusetts residents.
5. Incomplete applications will not be considered. Applications should be typed on current LCC (Local Cultural Council) grant application forms, available at the public library, the town clerk’s office, or from the Massachusetts Cultural Council (MCC) web site, www.mass-culture.org/lcc_public.asp. (From the web site, applications may be filled out and printed, then signed for submission.)
6. Applicant must supply signed original application and 8 (eight) copies, including supporting written documentation. (Exception: If submitting accompanying video, CDs, portfolio, etc, one copy will be sufficient.) The WCC takes no responsibility for returning submitted materials.
7. Applicants submitting multiple projects must be prepared to prioritize.
8. Name, address and telephone number of applicant, or representative, must be supplied.
9. All Local Cultural Council (LCC) grants are reimbursement-based. Preliminary approval is announced in December. Final approval, and funding, usually becomes available in April. Projects must be completed, and reimbursement paid, within one year of final approval.
10. For LCC Capital Expenditure Requests, applications must include answers to the supplemental questions. Capital projects must demonstrate a public benefit, and have a 2:1 match. Capital project applicants may qualify for partial payments. For instance, if the project is 50% complete, an applicant may submit forms (showing the 2:1 match) for reimbursement of 50% of grant.
11. Field Trip grant venues must be within Massachusetts. The WCC will generally consider funds for tickets, but not transportation costs.
12. Funds for scholarships are available to applicant organizations (i.e. not to individuals.) Community benefit must be demonstrated.
