Local Guidelines
Wellfleet Cultural Council Guidelines and Priorities
The Wellfleet Cultural Council is one of many Local Cultural Councils in Massachusetts and is a recipient of funds directly from the state. The Local Cultural Council Program, the second largest grant program of the Massachusetts Cultural Council, is a grassroots complement to the agency's centralized grant programs. Allocations are made to all of Massachusetts' 351 cities and towns to support community cultural activities. The LCC Program is the most extensive system of its kind in the nation to support arts, sciences and humanities.I. Program Purpose and Review Criteria
The purpose of the Wellfleet Cultural Council is to promote and maintain the vitality of local cultural resources and to ensure that these resources are shared within the Wellfleet community. The Council is committed to funding a diverse cross-section of activities. We support a broad variety of projects: the on-going work of individual artists, programs in the interpretive sciences, humanities, fine and expressive arts, collaborative proposals that bring together people working in the arts, sciences and humanities with local non-profit organizations and cultural groups, and projects that serve specific populations (youth, elders, low-income, year-round population).
Applications are evaluated in terms of several review criteria:
II. Priorities
The WCC gathers input from community members every three years and creates yearly priorities based on this input. We are looking to sponsor programs specifically by and for adolescents and young adults either in or out of the school setting over the next three years and we are actively seeking projects and programs in the following fields of interest for the funding years 2009-2011:
2009
2010
2011
However, we do not wish to limit applications to these areas only. We look forward to receiving and welcome applications for projects in areas of interest other than those listed here. We strongly encourage applicants to apply even if their project does not fall into one of these categories. Ultimately, a project is judged on its merit more than whether it fits into our yearly categories.
III. Notification
The Wellfleet Cultural Council will assign a contact person to each grant recipient who will be available to answer questions and provide support, ensuring that scheduling, local venue and publicity are in place. The WCC contact person will attend the program and introduce the presenter as a WCC grant recipient and either ask for or take photographs of the event for our website or other WCC publicity.
IV. Eligibility
Applicants can be: a) arts, humanities or interpretive science organizations; b) individuals, including artists, science educators, historians or other humanists, parents, community members, etc; c) community organizations including, but not limited to, schools, social services organizations, business and civic groups, neighborhood centers, youth, senior and family associations, etc. Incorporated organizations must be nonprofit; unincorporated associations must have a nonprofit purpose. Individual applicants are required to be residents for at least one year; organizations must be organized and operating in the state for at least one year.
V. Application Process
All applications must be typed or word processed. The application form can be completed and printed out at http://www.massculturalcouncil.org/applications/lccapp.html. The library has access to the Internet. When filling out the application, use the space provided to answer questions. If needed, one additional 8.5 x 11 page is allowed to complete questions. Include five (5) copies with the original and one set of supporting materials such as: rsum(s) of key personnel, organizational brochures, letters of support/commitment, artists samples (video, audio, slides, writings, portfolio, etc.). Answer questions clearly, simply and as completely as space allows. Describe the project including any collaborators and address the review criteria. The budget is divided into Project Expenses and Revenue (income). These must be equal. You can include in-kind donations, that is, services, materials or facilities which are provided at no cash cost to you. Include a self-addressed stamped envelope if you want materials returned. Completed applications must be received by hand at the Wellfleet Town Clerks office by October 15 or be postmarked on or before that date and mailed to the Wellfleet Cultural Council, PO Box 652, Wellfleet, MA 02667.
VI. Timeline
Last Saturday in September – Community Meeting/Grant-writing Workshop October 15 – Application Deadline Mid November – Notification of disapproved applications Late November – Deadline for Reconsideration On or before January 5 – Notification of approved applications One year from date of approval letter – Final reports and payment requests due
VII. Funding
Payments are made on a reimbursement basis only. Final reimbursement will not be made until the project is completed. Applicants are sent a reimbursement form to use for their payment request. Reimbursements generally take eight (8) to ten (10) weeks after paper work has been submitted. Projects and payment requests need to be completed within a year of the final award notification. With permission of the council, progress or interim payments may be requested for the portion of the project that has been carried out. Due to the limited funds available and the high demand for support, the council usually awards smaller amounts than requested and asks that applicants find matching funds or scale back their projects. Awards typically range from $200 - $400. A few larger awards are given from time to time. In cases where a project is partially funded, the Council may request an explanation of how the project will be modified or where additional funds will be found to present the project as originally proposed. Requests for extension beyond the grant period will be considered on a case-by-case basis and must be submitted in writing no later than one year from the date of the approval letter. The council will review and vote on the request and notify applicants in writing of its decision.
VIII. Acknowledgment
In all published materials and announcements regarding the activities supported by Wellfleet Cultural Council funds the sponsoring group or individual must acknowledge this support with a written (posters, newspaper announcements or ads) and/or verbal (radio) credit statement and by using the Massachusetts Cultural Council logo. The credit statement is This program is supported in part by a grant from the Wellfleet Cultural Council, a local agency which is supported by the Massachusetts Cultural Council, a state agency. This credit is required by the MCC and failure to comply may jeopardize future funding. The Wellfleet Cultural Council also requires the hanging or posting of our banner at any program sponsored by the Council. This banner can be obtained at the Wellfleet Library. Arrangements should be made in advance for picking up and returning the banner by calling the 508 349-0310.
